Mobile Registration Vans: Reaching the Unreachable After Disaster

When cloudbursts devastated parts of Khyber Pakhtunkhwa in Pakistan, many families lost not only their homes but also their identity documents and access to social protection systems. With support from German Development Cooperation to strengthen Pakistan’s adaptive social protection, Benazir Income Support Programme’s Mobile Registration Vans travelled into cut-off villages to provide on-the-spot registration and ensure that even the most isolated households could reconnect with government support.

Mobile Registration Vans: Expanding Access to Social Protection in Pakistan

In remote regions of Pakistan, distance and mobility barriers—such as the need to travel long distances and bear transport costs—often prevent vulnerable families from reaching Benazir Income Support Programme (BISP) offices to register for assistance. To address this, BISP, with support from the German Federal Ministry for Economic Cooperation and Development (BMZ) through GIZ Pakistan, has launched Mobile Registration Vans. These vehicles bring the National Socio-Economic Registry (NSER)—a nationwide database that collects household information to determine eligibility for social protection programmes—directly to people’s doorsteps. This initiative makes inclusion possible for elderly individuals, women, and labourers who might otherwise be left out. The video captures how this innovative outreach is transforming access to social protection in Pakistan.
